Ramani Chakma

INTRODUCTION

Shri Ramani Chakma is a respected educationist, dedicated social worker, and an experienced political leader with decades of service to society and public life. Born in 1951 in Samuksury village (presently in Lunglei district, Mizoram), he has consistently worked for the upliftment and development of the Chakma community and the Chakma Autonomous District Council (CADC).
He began his educational journey at Sardar Vallabhbhai Patel Tribal English Middle School, Demagiri (now known as Bengali Comprehensive Middle School), which holds historical importance as the first middle school in the Chakma-inhabited areas of the former Lushai Hills Autonomous District Council. He later pursued his higher education in Shillong. Due to unavoidable circumstances, he discontinued his studies and took on responsibilities to support his family, reflecting his resilience and commitment from an early age.
In 1975, Shri Chakma settled in Kamalanagar and started his professional career in the field of education. He served as Headmaster of the Buddhist Middle School (now Government Comprehensive Middle School) from 1976, where he played a crucial role in strengthening the educational foundation of the region. His dedication to public service led him to join the government as an Assistant Revenue Officer under CADC, serving from 1979 to 1982.
Driven by a strong desire to serve the people through governance and leadership, he resigned from government service and entered active politics by joining the Indian National Congress as Joint Secretary under CDCC in 1982. His political journey quickly gained momentum when he contested and won the 3rd CADC General Election from the Parva MDC Constituency in the same year.
He made history by becoming the first Chief Executive Member (CEM) of CADC when the Congress formed the government in 1983. His tenure marked a significant phase in the political and administrative development of the region.
Over the years, Shri Ramani Chakma has held several key positions within the party. He served as General Secretary of CDCC from 1994 to 2018, contributing immensely to party organization and grassroots strengthening. He also briefly served as Vice President before being elevated to the position of President of CDCC in November 2018.
Apart from politics, he has made substantial contributions in the field of education and community service. He served as President of the District School Education Board (DSEB) under CADC from 2008 to 2015, where he worked towards improving educational standards and infrastructure.
A man deeply rooted in cultural and spiritual values, he is actively involved in social and religious organizations. He is the founder President of the Central Young Chakma Association in Mizoram (1976–1978) and currently serves as the Vice Chairman of the Mahamuni Buddha Vihar Society, Kamalanagar.
Shri Ramani Chakma is widely regarded as a visionary leader who has dedicated his life to public service, education, and the socio-economic upliftment of his people. His leadership is marked by integrity, inclusiveness, and a deep commitment to unity and development within CADC. Even today, he continues to inspire younger generations through his experience, discipline, and unwavering dedication to the welfare of society.

Shri Pulin Bayan Chakma is widely regarded as one of the most influential and respected leaders of the Chakma community, particularly in the Chakma Autonomous District Council (CADC) of Mizoram. His life reflects a rare combination of scholarship, administrative experience, political leadership, and deep commitment to social and cultural development.

Born in 1952 in Fatik Mohan Chakma village, Tippaghat, Mizoram, he grew up in a family with strong political and social roots. His father, Shri Chitra Mohan Chakma, was a pioneering figure—one of the first elected MDCs and the first Chairman of CADC. This environment greatly influenced Pulin Bayan Chakma’s early interest in public service and leadership.
He completed his schooling in Mizoram and pursued higher education with determination, eventually earning a Bachelor of Arts degree from Gauhati University in 1978. His educational journey laid the foundation for his later contributions to literature, administration, and governance.

One of his most remarkable achievements is being the author of the first Chakma–English Dictionary. This work is of immense importance for preserving and promoting the Chakma language. It has served as a valuable resource for students, researchers, and the broader community, helping bridge linguistic gaps and strengthen cultural identity.

Before entering active politics, Shri Chakma served as an Education Officer in CADC, where he contributed to strengthening the educational framework of the region. However, driven by a larger vision for public service, he resigned from his post and joined the Indian National Congress. In his political journey, he served as General Secretary of the Chakma District Youth Congress Committee (CDYCC) in 1980 and contested and won multiple elections as an MDC, securing five consecutive terms (1982, 1988, 1993, 1998, 2003). Later elected again from Bajeisora MDC constituency in 2013.
He also served as President of the Chakma District Congress Committee (CDCC) from 1997 to 1999 and his leadership skills and administrative acumen led him to become Chief Executive Member (CEM) of CADC for four consecutive terms—an achievement that highlights the trust people placed in him.

 

During his tenure as CEM, Shri Pulin Bayan Chakma played a key role in shaping the educational and cultural landscape of CADC. Some of his notable contributions include: Establishment of Kamalanagar Government College, Development of Kamalanagar High School, Introduction of compulsory Chakma literature and script in primary education, Promotion of English-medium education at primary and middle levels, Initiatives for preservation and promotion of Chakma culture, traditions, and customs, etc. His policies emphasized both modernization and cultural preservation—ensuring progress without losing identity.

Beyond politics, he has been actively involved in social and cultural organizations:
Associated with the Young Chakma Association and Mizoram Young Buddhist Association,  Played a role in the All India Chakma Cultural Association (1992–1993).
His efforts extended beyond governance into community building, youth development, and cultural awareness.

Shri Pulin Bayan Chakma is respected not only within his own political party but across different sections of society in Mizoram. He is often described as:
A visionary leader, a dedicated social worker, and a guardian of Chakma culture and language. His lifelong service has left a lasting impact on education, governance, and cultural preservation in the Chakma Autonomous District Council.

Shri Adikanta Tongchangya

INTRODUCTION

 

Shri Adikanta Tongchangya of Kamalanagar-II is a highly respected and seasoned political leader from the Chakma community in Mizoram. He is known for his dedication to public service and grassroots leadership and has made significant contributions to the political and social development of the Chakma Autonomous District Council (CADC).
He began his professional career in the field of education after completing his HSLC. He served as the Headmaster of Vaseitlang-I Middle School starting in September 1982. His early career as an educator reflects his commitment to shaping society through knowledge and discipline.
Later in October 1982, Shri Tongchangya joined the Indian National Congress and quickly rose through the ranks due to his leadership qualities and organizational skills. He initially took on the responsibility of leading the Vaseitlang Block Congress Committee as its President.
His political journey took a major leap when he was elected as a Member of District Council (MDC) from the Damdep MDC Constituency in the CADC General Election held on 7th December 1982. Demonstrating consistent public trust and popularity, he was re-elected multiple times from the same constituency in 1988, 1993, 1998, and 2013.
Over the years, Shri Tongchangya has held several key positions within the CADC administration. He served as an Executive Member and also held important responsibilities such as Vice Chairman of the Planning and Development Committee. His leadership capabilities eventually led him to serve as the Chief Executive Member (CEM) of CADC, one of the highest executive positions in the council.
In addition to his administrative roles, he has also played a significant part in strengthening the Congress party organization. He served as the President of the Chakma District Congress Committee (CDCC) four times, showcasing his influence and leadership within the party. Furthermore, he was elected as an Executive Member of the Mizoram Pradesh Congress Committee (MPCC) in 2009 and was re-elected in 2019, continuing to contribute actively to the party’s functioning.
Currently, Shri Adikanta Tongchangya serves as the Senior Adviser to the Chakma District Congress Committee, where he provides guidance, mentorship, and strategic direction to the party and its members.
Throughout his long and impactful career, Shri Tongchangya has earned a reputation as a visionary leader, experienced administrator, and committed social worker. His contributions have not only strengthened political institutions but have also played a vital role in the development and upliftment of the Chakma community in Mizoram.
